About Lamenc:
Lamenc is script to encode mp3 files with Lame. For Ogg Vorbis support you need Oggenc.
Lamenc is not meant to compete with RipEnc. Since it uses Lame for all of its functions (except for Ogg Vorbis), it needs no additional external programs to work.
You need Lame 3.86 or better to use Lamenc. I suggest using Lame 3.90 or better. Lame can be found from here:
http://www.bebits.com/app/2473 (exe must be named to lame)
For Ogg Vorbis support you need Oggenc. Latest Oggenc binary (BeOS5) can be found here:
