latest version. If you are upgrading from 7.2.x then you MUST read Migration between releases on the PostgreSQL site.

This is because the internals have changed between 7.2 and 7.3.x

If you are installing on 5.1 aka leaked release aka SuperDano then ensure your timezone is set under Preferences, Time. You may have to run:

initdb --locale=C

if you get locale errors.
