Not exactly.
It creates several rectangular windows that fit the image, with the transparent color, so app_server doesn't clear them with white, then draws the picture.
When you move something the windows get hidden, then unhidden, which forces a redraw of whiat's behind, then the window draw only the picture.
You can see the different windows, using an utility like EasyMove, push ALT and drag the image, you'll see only a strip of it moving, that's one of the windows.

the only thing i can think of is that it hijacks the app_server by making a pseudo DirectWindow and writes it to the framebuffer, bypassing the app_server?
