Tic Tac Toe is hard to rate, it had no fancy graphics and no sounds. So is it below average? I guess not... If you are downloading Tic Tac Toe then you want to play Tic Tac Toe. That, this game does well. It's easy on the eyes, has score keeping functions and configurable background color. The Artificial Intelligence is pretty weak but I would prefer easy-to-beat opponent than impossible-to-beat opponent. Overall, well done.
