What it boils down to is the following:
OTUpdate: Uses cvs to grab and compile the source from the OpenTracker/OpenDeskbar CVS server (always up-to-the-minute code)
OTBinupdate: Uses wget to grab either the nightly source tarball, extract and compile it, or to grab the latest development build.

Looks like OTUpdate uses cvs whereas OTBinupdate uses wget.
