IIRC the DeCSS case has been reruled sometime ago...
anyway, what is illegal in one country can be legal in another and vice-versa. if you want to be picky you need to find out which country the server is hosted in :)
At least in France I believe it is legal as for interoperability reasons.

As far as I recall, De-CSS and it's siblings are considered illegal, and that also includes linking to the files - http://www.wired.com/news/politics/0,1283,38360,00.html
Either way, I wish you all the best, we really do need dvd-playback under BeOS (thumbs up for vlc as well).
