Do an identify. Right click the PKG & go indet... It sounds like your tryignt o open it but it hasnt figured out what it is yet. PGK files are Software Valet files. This app is in
/boot/beos/apps/SoftwareValet
If this isnt the case write back.

I downloaded TalkBox, and it won't let me open it. What do i need to open .pkg files?

but drag and drop yields an alert: could not find application, failed to launch, yadda yadda.
have i done something wrong?
the test voices utility works as well - i just can't drag any text docs on the icon or its symlink.

I tried to make it read some radio head lyrics... guess it dont like Radio Head. Checked the text for wierd invisibles that might be crashing it but found nothing. Read most other things fine.
TalkBox is now reading:
/boot/home/Stuff/Info/Lyrics/Climbing the walls

I've wanted a TTS programme on BeOS for quite a long time! I have my applications install to ~/programmes be default and saytext wouldn't start untill I copied ~/programmes/festival/lib to /boot/apps/festival/lib. Also, ~/config/bin/saytext was linked to /boot/apps and had to be redirected to my location.
Now it works as advertised.
