Seems that was occasion.
As automatic installer reject to install it after test, i installed it manually and restarted input server - and something weird happened, kernel thread was at 100%.
But after reboot all is ok now.

It seems that this filter has strange kind of memory, remembering state for application, or something alike.
I have here BeIDE and browser opened (single-wheel mouse).
But those receives DIFFERENT directions from wheel.
BeIDE - horizontal,
Browser - vertical.
Pressing at ScrollLock changes it, but again - for both.
This is very confusing behaviour
