I have a Matrox MGA Millenium (P/N MGA-MIL/2/DEC, FCC ID: ID7057600) which has a Media XL (media adapter connector). In addition to this, I plan to install a TNT2 M64 32M PIC VGA card to use as my tv-out. What other adapters and cables do I need to connect to the RCA jacks on my TV or VCR?

Sorry, but no way. This is a separate application; feel free to confuse it with BeTVOut, they are both applications for the same thing (one with a GUI, one without).
What I meant by saying "can be regarded as a GUI frontend" was that its nVidia support builds on the same source code as BeTVOut does.
Furthermore, BeTVOut won't be necessary any longer at some point in the future (when TV-out support has been build into the nVidia driver as well), while this little app will stay; it'll just be simplified internally at this point. It'll be a shortcut to the functionality that will be in the Screen prefs some day.
Hope that's convincing enough :)

To TVoutGUI or something to avoid confusing with the betvout from Rudolf.
I did not test it yet but I welcome a GUI for betvout.

Go to ATI and convince them to publish their TV out specs and I am sure we can work something out one day.
For now, you're stuck.
