I think TagLib does the right thing:

It comes with a couple of command-line utilities, and I'm also working on a new version of Army Knife that uses the library. I'd be grateful if you would verify that it works like it's supposed to, on this non-Linux platform.. :)

Yeah, I'll see if v2 gets implemented as well, havent really looked at the v2 spec yet, so I dunno how hard it would be.
The main reason for the app was to fix v1 tags that other BeOS apps had written with the wrong charset, but ID3v2 would be nice as well. Maybe there will be a version vith v2 some time.
