I'd say its possible for someone skilled in reverse engineering and patching a closed-source binary, but far from worth the effort. I'm guessing it would involve patching the routines in the R5 app_server binary that do the actual drawing of the decors, etc. First you have to find where, then you have to understand how it works, then you need to change it, make sure it fits the available space or make room elsewhere, make sure it's bug free. Hardly something just any hack of a programmer can do well, or at all.
Another hack that doesn't involve patching the app_server would be a standalone decor_server that would use borderless windows that float on top of each other application's window tabs. This could work, sort of, but you'd probably see the yellow tabs intermittently when windows are created/shown, and it would probably waste some amount of CPU cycles on monitoring the other applications, asking their windows for information like window titles, continously, and moving them by way of scripting, at high priority so the user doesn't see the glitches. Also probably not worth the effort. Could be a fun programming exercise, though, for someone with too much time on their hands.
If you want decors get Zeta or some such, or wait for Haiku. I'm sorry if I sound too negative.

Wouldn't it be nice to be able to create other window decors for R5 too (besides the built-in 4: Mac, BeOS, Win98, Amiga)....
Or does it involve a new kernel?
Does Haiku have window decors?
