I hadn't gotten to working on the bug and I'm glad you posted, because I couldn't really figure out what the problem could be. Now I at least have somewhere to start. Looks like I'll be working on the solution code. :)

I'm seen this happen as well. It can happen if there's more than one solution and you picked the one it wasn't expecting. I think it could be fixed by just checking to see if a user filled up the target table. Your problem is the 3/1/0/8 tile in the upper right corner has an exact matching tile one square down and to the left of it, and the check if probably looking for them to be in the other location. I had a case where one of my corner pieces could be swapped with another, in which case I guessed wrong and it didn't win, so I swapped the two pieces and then it registered as a win.
