There's a range of cards (Phoenix cards, I believe) which use a Microchip PIC16x84 and which can be programmed with most burner software. I'm not sure how you go about burning them on the hardware side though.

WTF is cardwriter? This is a Microchip PIC programmer, it has nothing to do with wafer cards.
